I do not think it is specifically the path names. Even if I manually edit
the patch file to turn it into a relative patch, it still will not apply
the new files. I was able to apply the edited patch using TortoiseSVN's
Apply Patch as a workaround.

I assume to activate this new feature right now you have to use Drag and
Drop to the view? It seemed to work for files, but not folders/projects.
But it did work for files so it is a good start.
