I made a couple of tweaks to the text, that I think makes it clearer.

I tested an install on a version of Eclipse 3.1 without the JDT plugins
and it all installed OK.

Committed in r2082

I do not plan to back port this for 1.0 because of the added dependencies.
 We could potentially add it in a future 1.0.x release.
