Decorators for Unversioned Resources

I took a close look at the CVS plugin. It appears that if you have an
unversioned (and unignored) resource in a folder then CVS decorates the
parent folders as dirty. The only conditioning is based on whether you
show the "outgoing" change decorator.

I have made Subclipse behave the same.

Personally, I think this is an improvement, but I know some people have
expressed a desire to not have this feature. I am not really sure why.
