New Branch: svn_1.2.x - Subversion 1.3 time

I have created a new branch from trunk where we can maintain Subversion
1.2.x compatibility.

I intend to start committing 1.3.x code to trunk shortly and this will end
1.2 support.

When we get around to producing a Subclipse release, I plan on using a
bumped up version number, like 0.9.100 or something like that, and also
using a new update site URL (at least initially). This will let us
continue to product 1.2.x compatible releases if there is a need for that.

If someone wants to start working on the command line adapter for
svnClientAdapter, Subversion 1.3 adds a lot of --xml support to key
commands. We might be able to greatly improve the CLI adapter option if
we move these options to XML. I do not have any immediate plans to do
this.
