There may be some new Eclipse 3.1 API's that have to be implemented for
the console. I believe the feature of creating a new view is a new
feature. I do not recall seeing the icon in Eclipse 3.0. I saw something
similar to what you describe. In my case, I had another console view open
that had the SVN Console in it. I think I clicked the New View button
before this happened. I did not know what the button did, so I just
clicked it. Creating the new view was subtle, and I did not even realize
it did it untie I clicked the other icon you mentioned and saw the options
that were available.
