Yesterday (subclipse 0.9.27 + javasvn tmate 0.8.3) I was unable too.
Eclipse created an empty project and reported no errors (at first I
thought the branch was empty, but navigating with the SVN perspective
there were many files).

I succesfully did checkout using svn from shell.

I've not tried with 0.9.28+0.8.5 yet.
