This turned out to be my co-workers problem. They did not have intl.dll
in their javahl-win32 plugin folder. We should make a new build. Do we
want to switch to the new feature? McClain, if you make a new build, make
sure you update. I have fixed in core and javahl-win32 that are needed.
Thanks
