Re: [Announce] Subclipse 0.9.23 released

There might be a problem on Windows. I get an error that procedure entry
point libintl_fprintf not found in the dynamic link library intl.dll.

I notice that we include that DLL but do not try to load it like the
others. I think that TortoiseSVN might include a slighly different
version of this DLL and perhaps it is being loaded by the OS.

I just modified svnClientAdapter to load this DLL, like the others, and it
seems to fix it. I am going to commit the patch.
