There's no "how you want it". branches/1.8.x is 1.8.x, trunk is 1.9.x.
And BTW, the po file on branch/trunk usually are slightly different. I
noticed that you'd run a merge to the branch, but haven't done direct
edits on the branch; I'd expected direct edits to be needed since the
branch might have strings that trunk doesn't have (or the other way
around).
As to svn.apache.org, it just came back.
