The opening paragraph sounds rather apologetic.  It's good to indicate why we're doing this, but instead of the two sentences starting with "We simply do not have the resources...", shall we say briefly and positively:

  The Subversion developers have decided to deprecate the
repository
  back-end based on Berkeley DB.  The performance and architectural
  enhancements needed in the future will be delivered through the
  FSFS back-end.

If we could link to somewhere where the rationale is discussed more fully, that would be a bonus.
