My fault, I didn't know we were doing this. However I don't think
1.6.x releases should go to that list since technically they aren't
Apache releases. I've sent the 1.7.9 release announcement to this
list.

That makes sense if we're sure all the lists we're sending it to don't
add any sort of prefixes on their own.

Hmm the docs actually say "The mail to announce_at_subversion.apache.org
will also be forwarded to
announce_at_apache.org." I take that to mean it should happening
automatically, if this was the intention should we fix this breakage
or should we just change the docs. If it's reasonable to make it
automatic I'd prefer that even if we end up with some 1.6.x releases
on the other list.
