'svnadmin rmlocks' removes the lock on PATH, unconditionally.

'svnadmin unlock PATH USER TOKEN' removes the lock on PATH if and only
if the lock token is TOKEN. That resolves the race condition in

    $token = `svnadmin lslocks PATH`;
    if (inspect $token):
        system "svnadmin rmlocks PATH";
