More s.t.o -> s.a.o code changes

Sorry if this was previously discussed, but there at least a couple of areas
of our code still referring to subversion.tigris.org, and I was wondering
what (if anything) we plan to do about them.

The first is our custom DAV XML namespaces. You can see these defined in
include/svn_dav.h.

The second is our runtime configuration subsystem, which uses "Tigris.org"
as a Windows registry key. See config_file.c and config_impl.h in libsvn_subr.

It's quite possible (likely, even) that we've just decided to punt on these
until 2.0. But I figured I'd ask since it crossed my mind. Whatever we
decide, I'd like to ensure that the issue tracker records that decision and
milestones any actions accordingly.
