I, too, was thinking about folding it into svnadmin. But svnadmin has
always been a server-side tool (it knows nothing of URLs and authorization
stuffs and ...) and I kinda think it would be really weird to change that.
There's (in my mind, at least) a much tighter philosophical connection with
svnsync anyway.
