We see around 40,000 downloads of these files per week, even though the newest is version 1.6.6. This is probably mostly confusion. I wonder if we shouldn't do something to un-confuse all these people?

I've done a *bunch* of folder renaming and file relocating in the
subversion.tigris.org Docs-n-Files area. I think you'll find the situation
improved. All the folders containing non-latest stuff are tagged with
"archived", and there are pointers in the descriptions of the top-most
Source Code and Windows Binaries to the packages.html page at Apache.
