As brought up in the other replies, I think the stated goal of
Subversion 1.8 should be something like:

"Profile everything, be faster at everything"

git has done this constantly, and we see the results, sure some of
what they do is messy, but Apache projects in general have always
taken the time to get architectures right, and do the execution of a
design well.
