I think this is the best option overall, with this probably being the
main reason:

That said, having our code in this large shared repository might also
cause us to learn something new about using Subversion that drives new
feature ideas in the future.

For example, when our repository is loaded into the ASF repository
will all of the contents of our svn:mergeinfo properties become
magically rewritten to the new paths and revisions?
