According to CHANGES, it's specific to mod_dav_svn 1.6.5:

  * revert r36720's default MIME type change back to "text/plain" (issue #3508)

The 1.6.7 tag will have the same problem unless you update 1.6.x/CHANGES
and trunk/CHANGES too.
