I tried to submit a bug, but the Issue Tracker does not let me do it. Here is the message I get from it:
The user '0' does not have the permissions necessary to perform this action or the session has timed out.

Not sure what the problem is, I made sure that I'm logged in.
As for fixing it myself - unfortunately I can not spend much more time on it than simply reporting what I see.
