You'll always need admin rights / UAC (Vista) to install, if it's being
installed into the "Program Files" directory, as writing to that
directory requires admin privileges by default.

In Vista, you'll get the UAC prompt regardless (by default, at least,
maybe you can turn that off?) because it detects that it's an installer
and it assumes you're going to be modifying something that will require
admin privileges.
