I'd guess it was a combination of unforeseen need, perhaps with a dash of
"do you have ANY IDEA how PAINFUL it would be to implement that for
REPOS-to-REPOS copies?!" Probably wouldn't be too hard to implement for
WC-to-WC and REPOS-to-WC copies, though.
