--ignore-externals option for "svn copy"

Is there a technical reason that there is no "-ignore-exernals" option
for "svn copy"?

It seems that when you are copying to a WC that the operation is
sufficiently similar to a checkout or update that it would make sense
to have this option.

In my specific case I was making a tool to convert svn:externals into
cheap copies and having that option would have saved a lot of
unnecessary I/O.
