[construct-rolling-environment.sh] Versions of Subversion dependencies in subversion-deps-1.6.*

I would like to suggest to include updated versions of some Subversion
dependencies in subversion-deps-1.6.*.

APR: 1.2.12 => 1.3.3
APR-Util: 1.2.12 => 1.3.4
Apache HTTPD: 2.2.9 => 2.2.10

SWIG: 1.3.31 => 1.3.36
 Today I ran `make check-swig-{pl,py,rb}` [*] with SWIG 1.3.31 and 1.3.36 and
 there wasn't any additional failure with SWIG 1.3.36.
 (2 errors + 2 failures during `make check-swig-rb`)

[*] Tested with Subversion trunk r34469, Python 2.6, Perl 5.10.0 and Ruby 1.8.6_p287.
