Windows Builds

My team will gladly support windows builds long term. What I would want to
know, which is not clear from the "hackers" document is what specific
platforms are officially supported, and on which specific platforms a build
should be tested for breakage before the code is submitted.

As far as I'm concerned, we should accept arbitrary patches to our
Windows build system from anyone who thinks they understand it well
enough to make Windows builds.
