I'd think that (1) would be the better default. What happens if
multiple people might be using a single working copy? That's how
we work here at RPI, and that's a sensible way for us to work (not
that I want to explain why it's sensible for us).

disclaimer: I'm not sure I completely understand what your plan is,
so maybe the problem here is in my own head.
