If you mean the binary zips from tigris.org (not collabnet), I did
upgrade perl between the 1.5.0 and 1.5.1 binaries but just within the
5.8 series. I know nothing about perl, but assumed that it would be
safe to upgrade within the same minor version. Using Depends.exe on
the bindings dll's shows that they are indeed linking to perl58.dll.

I have no idea what the flag you mentioned does or controls...but
here's what I get from 'perl -V':
