win32 binary perl binding problems

Hi,

I found that the perl bindings for win32 binary on tigris are a bit
weird (for both apahce 2.0 and 2.2).
the 1.5.0 one mostly works, but the txdelta_window_handler thunker is
not probably wrapped for some reasons.

However more importantly, the 1.5.1 one seems to using the
Perl_sv_2uv_flags symbol, which is introduced in Perl 5.10. But the
download section said the binary was built against perl 5.8. I wonder
if there's some glitches when building the binary?
