No.

Nevertheless I know many translation teams (across many projects) and it
never happened that one person just sent in a fake message for fun.

If the previous translator will be active again he should check the
changes (the diff is readable, I committed the update and the fix
separately).

I'm also sure there is no rule which requests that a translation
requires a proofread by an offical person before the commit. Otherwise
it would be very hard to add new translations ...
