Debian uses Apache's Content Negotiation to ship automatically the
language which was selected by the user in the browser. See
http://www.debian.org/devel/website/content_negotiation
http://www.debian.org/intro/cn

I don't know the required Apache configuration but I remember that it is
trivial (one or two lines to change)!

Just name the file http://subversion.tigris.org/faq.ja.html and let the
server deliver it.
