Rolling RC 8 on Wednesday

Hi all.

After a somewhat heated discussion in IRC today, several of us decided
that it would be prudent to include the svn_ra_get_log2() API fix
(r31468, r31470), as well as the recent translation updates in 1.5.0.
This requires another release candidate, which I will be rolling on
Wednesday evening.

This should not affect the soak period, and we still remind on target
for a 1.5.0 final release sometime next week.

We may also want to think about r31485, also. Would it be against out
backward compatibility policy to push it to 1.5.1?
