I don't think improvements to a migration script would require a full
four-week soak. IOW, even without rc6 (and hopefully we won't need an
rc6!) it should be possible to roll your changes in. I'm open to
hearing reasons why we should be more cautious, of course, but in
general the full soak period is for core code.

We'd still want to review changes to the script, but soaking it is not
so useful anyway, because plenty of users will try out 1.5.0-rcFOO
without actually running the migration script (IOW, a full soak is only
useful for things that people are actually going to test for the whole
time, and this script doesn't fall into that category anyway, whereas
the core code does).
