svnmerge-migrate-history.py tweaks

I haven't caught up on email, but I've got some pending changes for
svnmerge-migrate-history.py that make it do a significantly better job of
migrating svnmerge history to svn:mergeinfo. Just wanted to let folks know
in case we were rolling rc6 this weekend or something.
