Scott,
Please could you direct this question to the "users@" mailing list as it is not
about the development of Subversion. Also it would probably help others to help
you if you can include more details such as the server kind and version, and
the exact command you were using that generated this error, and say whether
other people are allowed to try connecting to your same server in the same way
in order to diagnose the problem.
