Well, we do need to do a license cleanup / gathering of contributor
license agreements. I think that implicit declaration has been there,
but courts don't like "implicit" :-). However, it hasn't been a problem
so far, and I certainly don't want to deal with the CLA bureaucracy
until 1.5.0 is out (or at least in final soak).
