This registry file, combined with the TortoiseOverlays, will
allow you to use both TSVN and TCVS with all overlays enabled,
using current release versions of TSVN and TCVS.
You will also need the previously-posted tcvs.reg:

You will have to install the TortoiseOverlays .msi:

Please note, the release version of the TSVN icon handler does
not appear to support "unversioned" or "ignored," so I have not
included the icons in this .reg file. If there is a registry
entry that can be set to enable it, please tell me and I will
modify and re-submit.
