I must have missed an actual implementation proposal but it would
completely violate our compatibility rules if we disallowed pre-1.5
clients. Any 1.x client has to be able to talk to any 1.x server.

My assumption is that our rules would allow an admin to decide to
restrict this in their configuration if they wanted. But the base
tool itself has to support a 1.x client talking to 1.5 server.
