svn cp broken

Hi,

I've reported this before, but got no response:
http://subversion.tigris.org/servlets/ReadMsg?listName=dev&msgNo=130230

Tested again with r26997, and it still fails.

I found an issue which might be related to this:
http://subversion.tigris.org/issues/show_bug.cgi?id=2955
but I'm not sure if that's the same.

Can someone please check and try to reproduce this?
