On trunk: Without SQLite, you can theoretically build ra_dav, ra_svn,
ra_serf, and supporting client-side supporting libraries. You cannot
build ra_local, svnserve, mod_dav_svn, libsvn_repos, or libsvn_fs*.

Sounds like there's still some work to do to make this happen.
Alternately, we could simply require SQLite.
