trunk r24585 build fails when missing sqlite headers

configure properly noticed that I don't have sqlite headers, but the
build tried to compile libsvn_fs_util/merge-info-sqlite-index.c
anyway, which not surprisingly failed due to the lack of that file.

This is on Ubuntu 6.06.1 LTS \n \l.
