That's a reasonable question, but since svndumpfilter operates on path
identity anyway, you have the a problem already if you copyfrom a path
that's excluded from the dump (which would be the only way we'd be able
to filter out part of a file's history).

(Now if you're asking how we'd still support --deltas having fixed that
problem, I dunno. We'd have to recover the fulltext from the earlier
deltas, I guess, which seems hard.)
