[merge tracking] Migrating svnmerge.py's merge info

Dan, a few months back you'd experimented with using the Python
bindings on Subversion's merge-tracking branch to migrate the format
of the merge info used by svnmerge.py to the format used by the
merge-tracking branch.

Do you think you could dig up this code? I'd like to include it with
Subversion 1.5.0 to provide a migration path from svnmerge.py to
Subversion's own Merge Tracking.
