PATCH] Add link to TechExcel VersionLink (a tool to integrate users of TechExcel DevTrack with SVN)

Hello,

I'd like to submit a change to update the links page to point to our new
VersionLink product. This is a platform independent
plug-in to RapidSVN, Visual Studio, and TortoiseSVN for users of our
DevTrack issue management tool.
