That would be 'svk ci --interactive'

        interactively select which "chunks" to commit

and '--patch NAME'

        instead of commit, save this change as a patch

which I've never used together, but it would appear would allow you to
have changelist functionality at the hunk level. I'll try that tonight,
if I get the chance...
