--enable-javahl

Is there a reason we need to pass --enable-javahl to configure to
allow building it? Unless I'm confused, it only gets
build/tested/installed if you pass javahl-specific arguments to make
anyway. (I keep configuring and building svn, wanting to test javahl,
and needing to reconfigure and remake it from scratch to
--enable-javahl.)
