I don't have any strong objection to moving serf into our repository,
but I do think it should remain a separately packaged library.
Perhaps one that we ship, but it should still be available for
download and use by other projects.

I'm also not comfortable with us shipping it as the default DAV
implementation until we get things like Digest Auth and GSSAPI working
at least as well as they do in Neon.
