Making ra_serf the default for DAV

At the Summit, Justin asked what conditions had to be met before we can
make ra_serf the default for DAV, and incidentally wondered if an
official Serf release was required ...

... and also reminded us that no ASF project was willing to adopt Serf ...

All right, why not kill both stones with one bird and give Serf a home
in the Subversion repository? Our Very Own Blindiny Beautiful DAV Client.
