It's now done. Lübbe promised to merge it to the 1.4 branch.

There are still a few more.

svn --version outputs:
* ra_dav : Module for ...

Please note that the space infront of ":" is again French style!
The following trivial patch fixes it:
--- subversion/libsvn_ra/ra_loader.c (Revision 22017)
+++ subversion/libsvn_ra/ra_loader.c (Arbeitskopie)
@@ -696,7 +696,7 @@

           SVN_ERR(check_ra_version(vtable->get_version(), defn->ra_name));

- line = apr_psprintf(iterpool, "* ra_%s : %s\n",
+ line = apr_psprintf(iterpool, _("* ra_%s: %s\n"),
                               defn->ra_name,
                               vtable->get_description());
           svn_stringbuf_appendcstr(output, line);

Nearly all help messages output
"--targets arg : pass contents of file ARG as additional args"
Did you notice that you identify arg with ARG?

There are many help screens with similar messages. These could be reused
to reduce minor changes in it and reduce the text to translate.

Examples:
"If the obstructing path is the same type" ...
"If specified, REV determines in which revision the target is first looked up."

One current major problem I see now are hardcoded linebreaks \n instead
of dynamic breaks according to the terminal width. This implementation
would also require some format specifier to identify list items (no line
continuation allowed across different items).

You use American English, right? Currently both "behaviour" and
"behavior" is used.

Do you prefer "WCPATH" or "WC_PATH"? Both is used ...
