Because its APIs are sufficiently different from those of Neon 0.25
and up that it was causing bugs to occur that only showed up with
0.24, so if by some chance they new code actually managed to compile
with 0.24, it wouldn't actually work. You can only bend over
backwards to support old versions for so long, sooner or later you
have to stop.

If you're willing to write the code to make 0.24 work, then be my
guest, but personally, I am not.
