slow update patch in 1.4 ?

Hi,

We are currently suffering from very slow updates. We have a 10+GB repo with
an huge amount of files and an update can easily take 20mins. I've seen
posting on 'users' about fast svn update patch in 1.4 and was wondering what
this patch entales ? For us the update seems to spend long amount of time
accessing the disc with no network traffic. Does the update checksum every
file? even if the file date and modified flags haven't changed ?
