This is what I have to do:
Control Panel->Regional and Language Options-> Regional Options:
Change the combobox in 'Standards and formats' to "German (Germany)"

After applying the next time I enter 'svn' I see the output in german. I
do have an English WinXP (without any language packs installed) so it
should work.
